Joseph P. Kennedy II, Chairman of CitizensHealth, serves as
President and Chairman of Citizens Energy Corporation,
which he founded during the oil-price shocks of the late
1970s to provide low-cost home heating oil to low-income
and elderly households struggling to keep up with rising
fuel costs. Before leaving Citizens Energy in 1986 to serve
12 years in the U.S. Congress as the 8th District Representative
from Massachusetts, Mr. Kennedy built the company into a leading
innovator in the energy industry, using dividends from for-profit
ventures in oil trading, electricity trading, natural gas
marketing, and conservation services to underwrite energy costs
to needy families around the country.In the mid-1980s, he also launched Citizens
Medical, the nation's largest marketer of mail-order
prescription drugs, which saved consumers 40% off the costs of
conventional medication delivery.
During his six terms on Capitol Hill, Mr.
Kennedy devised creative approaches to address social needs, many of them based
on using the power of the private marketplace to create home-ownership
opportunities for low- and moderate-income families. Mr. Kennedy's initiatives
to toughen fair lending laws, employ tax credits to stimulate investments in
affordable housing, and overhaul public housing have helped raise U.S.
homeownership rates to record levels in neighborhoods across the country,
including those that had suffered decades of neglect. Since returning to
Citizens Energy in 1998, Mr. Kennedy has expanded the company's delivery of
low-cost heating oil to households in need and started CitizensHealth to create
access to affordable healthcare products and services for the uninsured or
underinsured.
