Local Poor Relief Programs
Indiana requires all towns and townships to provide "poor relief," which can include utility assistance.

Universal Service Program
Eligible customers of Citizens Gas and Vectren, who have applied for the state's LIHEAP through local community action agencies automatically are enrolled in the new USP and will receive bill reductions in addition to LIHEAP. Monthly bill reductions will range from 9 percent to 32 percent of the total bill (not including LIHEAP benefits), depending on the consumer's income level and utility provider.

Winter Assistance Fund
Administered by United Way, this fund provides help to people who are not eligible for other assistance programs.

Citizens Gas Warm Heart Warm House Program
If you are getting behind on your bill, various sources of energy assistance are available, including help through the Warm Heart Warm House Foundation. In addition, Citizens Gas may be able to set up flexible payment arrangements to help customers catch up on past due bills.

Duke Energy Helping Hand
Low-income customers who are at least 60 years old can receive assistance on their energy bills.

Indiana Michigan Power Energy Share Program
This program provides energy assistance for low-income customers who may be having trouble paying their electricity bills. Applications must be filed with The Salvation Army, which will determine eligibility and the amount to be distributed to each recipient.

Vectren Share the Warmth Program
Funds are available for income-eligible customers throughout the Vectren North territory. Households must apply for assistance through their local Community Action Agency.

Northern Indiana Public Service Co. Gift of Warmth Fund
The Gift of Warmth fund was launched in 1982 to help families in crisis pay their winter heating bills through contributions from customers, communities, social service agencies and businesses across northern Indiana. NIPSCO typically matches the contributions dollar for dollar. Since December 2004, Winter Warmth has distributed more than $10 million to 24,000 customers seeking bill and deposit assistance.
